Types of Meetings

COUNCIL MEETINGS

Council Meetings are held on the second and fourth Monday in each month commencing at 7:00 p.m. in the Council Chambers at the Administration Centre, 2297 Highway 12, Brechin.  Council meetings are open to the public and there are opportunities for members of the public and media to address Council through a written submission, Deputation or Question Period.

COMMITTEE OF THE WHOLE MEETINGS

As of January 2016, Committee of the Whole meetings on held on the first and third Monday in each month commencing at 9:30 a.m. in the Council Chambers at the Administration  Centre, 2297 Highway 12, Brechin.  All Members of Council sit on the Committee of the Whole.  Members of the public and media are permitted to address Council through Question Period. Deputations Members of the Public are permitted to address Council through a Deputation.  Please complete the Deputation Request Form and submit it to the Clerk’s Office.  Question Period Council and Committee of the Whole meetings provide a venue for receiving questions from the media and public during regularly scheduled meetings.

·         Question Period shall not be used as a means of making statements, claims or allegations. 

·         Questions shall only be allowed if it relates directly to an item on the agenda with the exception of issues under the Planning Act which shall not be permitted during this time. 

·         Questions are limited to three (3) per person on a rotating basis and any person asking a question shall provide their name and address.

SPECIAL MEETINGS

Occasionally, a Special meeting of Council or Committee of the Whole may be called at any time by the Mayor to deal with matters of an urgent nature.  Twenty-four hours’ notice is required except in the case of a disaster.  Special Meetings may also be held for the purpose of a Public Meeting under the Planning Act.

CLOSED MEETINGS

Closed meeting of Council or Committee of the Whole are held to discuss confidential matters without the public or media present.  Subject matters that may be held in closed session deal with the following:

 ·         The security of the property of the municipality;

 ·         Personal matters about an identifiable individual, including municipal employees;

 ·         A proposed or pending acquisition or disposition of land by the municipality;

 ·         Labour relations or employee negotiations;

 ·         Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality; 

 ·         Advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

 ·         A matter in respect of which a council, board, committee or other body may hold a closed meeting under another Act.

Meetings may also be closed to the public if it is held for educational or training members of Council or if the matter relates to a request under the Municipal Freedom of Information and Protection of Privacy Act.
