The Township of Ramara initiated a Waterfront and Parking Strategy that would review the Township's current water access points, waterfront amenities and facilities and create a framework that would outline parking restrictions, COVID-19 closure policies and future enhancements.  

Waterfront and Parking Strategy

The new waterfront and parking strategy will make improvements to our waterfront access, beach and park locations to ensure that our public spaces are safe and enjoyable to use.  These improvements are also designed to be compliant with COVID-19 protocols which will allow for a phased approach in creating restrictions around accessing these areas.

 COVID-19 Phased Closure Policy

 At the April 26th, 2021 Council meeting, Council passed to implemented a Phased Closure Policy that would help with the restrictions and/or closures of Municipal Waterfront Areas.  Council also passed to start the Phased Closure Policy in Phase 2 as a result of the current Provincial Emergency Orders. 

Phase 1 - Current Phase

All waterfront amenities, parks, beaches and parking lots are open for general use by residents, non-residents and visitors.

Phase 2  

All waterfront amenities, parks, beaches and parking lots are open for general use by residents, non-residents and visitors.

Municipal Parking Lots are only open to vehicles displaying a valid Resident Parking Pass. The purchase of paid parking (daily or seasonal use) is suspended.

All Municipal Waterfront Zones are posted "Resident Parking Passes Only" at key intersections. All on street parking is restricted to vehicles displaying a valid resident parking pass. 

Phase 3

All waterfront amenities, municipal parks (waterfront and inland parks), beaches, boat launches and parking lots will be closed to all users. These municipal facilities will be barricaded to prevent access and use and municipal parks and beaches will also be fenced to prohibit access and use in accordance with any Provincial Emergency Orders, public health guidelines and Township of Ramara bylaws. 

Parking Strategy

At the December 13, 2021, Council meeting, Council adopted the 2022 parking strategy to implement restricted and no parking areas, permit parking plan for residents and a paid parking program for non-residents. 

Municipal Parking Lots

 Municipal Parking Lots can be found at the following locations:

  • Bluebird Park
  • Lagoon City Beach and Park

The following restrictions will be in place:

  • No overnight parking (10:00 p.m. to 7:00 a.m.)
  • No Commercial Vehicle Parking
  • No unattached trailer parking
  • Valid Resident Parking Permit Required
  • Payment of Daily Parking fee 
    • $5 per hour

Resident Parking Permit Program

Ramara residents and property owners will receive two resident parking passes that will be issued free of charge to those who apply. Residents can also purchase a third parking permit for $25 (plus HST and 4.5% convenience fee).  Please note that you cannot park in the permit parking areas until you receive your permit.  

Please note that your Parking permits can be used for designated on-street parking and municipal lot parking.

Remember to have the following information available:

  1. Homeowner's first and last name (requestor's information)
  2. Email address
  3. Phone Number
  4. Roll Number
  5. Municipal address
  6. Mailing Address
  7. Requested number of parking permits (maximum of three)
  8. Licence Plate number for permit 1,permit 2 and permit 3 (all  would be different)

Residents can also use their parking permits for select locations.  Make sure to hang your resident parking permit face up on your car's mirror with the corresponding vehicle licence plate number.

On Street Parking Regulations

On-street parking is available along many streets in the Township of Ramara. Please check the area you would like to park for signs indicating any parking restrictions.

On-street Parking in the Waterfront areas are classified into three areas:

  • Permit Parking Zone
  • Paid Parking Zone
  • No Parking Zone

On-street parking is prohibited on all streets overnight (from 12:00 a.m. to 7:00 a.m.) during the winter months (November 15th to April 15th).

Waterfront Strategy and Parking Plan by location

 

Bluebird Street

  • Implementation of paid and permit parking spaces in the municipal lot.
  • Parking lot signage with rules, regulations and parking restrictions
  • Permanent entrance barriers with COVID-19 signage to facilitate quick closures of parking lot.
  • Installation of portable washrooms and waste receptacles for the summer season

Heritage Farms (Suntrac Drive)

  • The boat launch will be maintained as currently configured; however, a safety assessment will be conducted to determine if the current boat launch is safe for use due to location, water depth and weather conditions on Lake Simcoe.
  • The parking at this location be restricted at the boat launch to facilitate the launching and remove of boats or any other motorized or non-motorized watercraft (15 min loading/unloading zones).
  • Boat launch area will have signs with rules, regulations, safety guidelines and parking restrictions.
  • Permanent entrance barriers with COVID-19 signage to facilitate quick closure of boat launch.

 Lagoon City Beach and Park 

  • Implementation of paid parking spaces in the municipal lot.
  • Implementation of increased off-street parking lot area.
  • Posted and clear parking restrictions to allow for the use of the Canada Post mailboxes
  • Parking lot signage with rules, regulations and parking restrictions.
  • On-street Parking restrictions on Lake avenue and Poplar Crescent
  • On-street Parking Permit Zone on Lake Avenue and Poplar Crescent.
  • Permanent entrance barriers with COVID-19 signage to facilitate quick closures of parking lot.
  • Installation of portable washrooms and waste receptacles for the summer season.

 Lovely Day Park

Council passed this motion on principle, but final approval will come from the Atherley Community Board.

  • Implementation of paid and permit parking spaces in the municipal lot. (As of October 3, 2022 - the paid and permit parking program ended for this location)
  • Parking lot signage with rules, regulations and parking restrictions.
  • Permanent entrance barriers with COVID-19 signage to facilitate quick closures of parking lot.
  • Installation of portable washrooms and waste receptacles for the summer season.
  • Budget consideration and construction/installation of a new municipal boat launch in 2022 on the Winchester Street road allowance.
  • Budget consideration and construction of a new larger municipal parking lot in conjunction with future park and infrastructure upgrades. 

 Poplar Lane Boat Launch

  • The boat launch will be maintained as currently configured.
  • The boat launch and associated lands are not to be used for the parking of vehicles.
  • The parking at this location be restricted at the boat launch to facilitate the launching and remove of boats or any other motorized or non-motorized watercraft (15 min loading/unloading zones).
  • Boat launch area will have signs with rules, regulations, safety guidelines and parking restrictions.
  • That on street parking restrictions be implemented on Poplar Lane, Riverleigh Drive and Park Lane Crescent to permit the safe passage of vehicles, pedestrians and boat launch users. 
  • Implementation of permit parking for a portion of the north side of Park Lane Cres in between Riverligh Drive and Poplar Lane. 
  • Permanent entrance barriers with COVID-19 signage to facilitate quick closure of boat launch.

 Simcoe Road

  • Permanent parking restrictions on Simcoe Road.

 The Steps

  • Implementation of permit parking only spaces in the municipal lot (road allowance)
  • Permanent No Parking zone on Ridge Avenue
  • Parking Lot and Park signage with rules, regulations and parking restrictions.

Kitesurfing Regulations

At this time, Bylaw 2020.53 & 2021.38 are still in affect which prohibits Kitesurfing and/or Kiteboarding on municipal property in between Thursday prior to the long weekend in May through to the Thursday following Labour Day Weekend in September.  The bylaws also prohibits year round Kitesurfing and/or Kiteboarding at the following locations:

  • The Steps Municipal Park and beach at Ridge Avenue; and
  • Simcoe Road Municipal Road Allowance from Ridge Avenue to Lake Simcoe.
