Updates from Mayor and CAO
Mayor Update
Mayor Clarke opened up the meeting and reported that he attended the 18th annual Ramara Chamber of Commerce Business Achievement Awards with other members of Council to recognize the valuable businesses in the community.
Mayor Clarke, Councillor Fisher and Councillor Hetherington participated in the festivities that recognized and celebrated the history and success of the Legion. Thank you to the volunteers for their commitment and dedication to local veterans, their families, and the Ramara community.
Deputy Mayor Bell reported that he and Councillor Bell attended the Grand Opening of the Lagoon City Marina. The grand opening was well attended and a great addition to the Lagoon City community.
CAO Update
CAO Drinkwalter provided the following update:
- Construction of Ramara Road 47 is progressing with the first surface layer or base coat added to the road. In a few weeks, a top coat will be applied to the road surface.
- The final tax bills have been sent out, so if a homeowner or business owner did not receive their bill, please reach out to our finance department.
- The Mayor and CAO Drinkwalter met at Royal Victoria Hospital (RVH) to meet the new CEO, Gail Hunt, to learn about future plans and initiatives of the hospital.
Public Meetings
2864 Concession Road A
The public meeting was held to consider a proposed Official Plan Amendment and Zoning By-law Amendment to enable the creation of two (2) residential buildings and permit a reduction in the required lot frontage for the Rural (RU) Zone. Council received the report and comments as information and deferred the decision until outstanding agency comments were received and addressed.
Bayshore Village Subdivision
The public meeting was held to consider a proposed municipally led Zoning By-law amendment to harmonize the provisions and permitted uses in the Township's Zoning By-law with the current requirements of the Bayshore Village Association. This Zoning By-law amendment would only affect the current Shoreline Residential 6 (SR-6) Zoning (Bayshore Village Subdivision Properties). Council approved for staff to return an updated Zoning By-law amendment to the next regular Council meeting with any new information and/or public comments received.
Presentations & Deputations
Orkney Beach Road and Fountain Drive Access
Residents from the Orkney Beach Road community provided a deputation to Council regarding the private access between Orkney Beach Road and Fountain Drive. The deputation is in response to an application received at the Committee of Adjustment meeting to create one lot by consent, with the owners conveying the center portion of the lot to the municipality for public access. Council received the deputation as information.

Good Doctors Ramara Update
The Good Doctors Medical provided an updated status report from December 2021 to April 2023. During that time, 6,831 patients (4,100 unique clients) utilized Good Doctors Service, and it continues to increase monthly. Learn more about Good Doctors Medical and their services on our Health Care page.
Items Requiring the Immediate Attention of Council
Request for Delegation - 2023 AMO Conference
Council requested the following delegations:
- Ministry of Transportation for intersection in Brechin.
- Ministry of Transportation for the Fowler safety protocol.
- Minister of Energy for the expansion of Natural Gas.
- Ministry of Environment, Conservation and Parks for the future plans of Water and Wastewater in Bayshore.
- Minister of Municipal Affairs and Housing for potential growth on the Rama Road Corridor
- Attorney General to investigate if Provincial regulations around Short-Term Rental Accommodations.
- Minister of Tourism, Culture and Sport for improving outdoor recreation and culture within Ramara.
County Council Highlights

Congratulations to Mike Smith, Deputy Mayor of Essa, who was elected as Federation of Canadian Municipalities (FCM) Board of Directors.
Bills and Bylaws
Council passed the following Bylaws:
- A By-law to Acquisition of Part Lot 23, Concession Road 9.
- A By-law to Appoint Seasonal Bylaw Enforcement Officers.
- A By-law to Delegate Approval Authority under the Planning Act.
- A By-law to Amend Fees and Charges Bylaw 2017.18.
- A Bylaw to Amend the Fireworks By-law.
- A Bylaw to Amend Long Grass By-law.
- A Bylaw to Amend Zoning By-law
Other Information
Rooted in Ramara Update
Councillor Fisher advised that the two gardens have been built at the Ramara Centre, and thank you to Essential Soils Solution for donating the materials.
Fireworks Update
Council has amended the fireworks bylaw to ban the use of fireworks within the boundary area of Lagoon City. Outside of Lagoon City, a Fireworks permit is required, other than on specific holidays, in the following areas: Bayshore Village All properties within the Township of Ramara that are zoned: Shoreline Residential (SR) Village Residential (VR) Hamlet (H) Learn more about Fireworks restrictions in Ramara by visiting www.ramara.ca/fireworks.
