TAKE NOTICE that the Council of The Corporation of the Township of Ramara deemed the following applications “Complete” applications under Sections 22 and 34 of the Planning Act, R.S.O. 1990, c.P.13. on the 22nd day of January, 2024.

AND TAKE NOTICE that the Council of The Corporation of the Township of Ramara will hold a public meeting to make available adequate information to the public regarding, and to consider the proposed Official Plan and Zoning By-law Amendments, pursuant to Sections 22 and 34 of the Planning Act, R.S.O. 1990, c.P.13.

Purpose and Effect

The purpose of the proposed amendments to the Township of Ramara’s Official Plan and Zoning By-law is to permit the establishment of a licenced quarry on a portion of the lands and to permit ecological enhancements and monitoring throughout the life of the licenced quarry on the remaining portion of the lands.

The proposed Official Plan Amendment will have the effect of redesignating the subject lands from the ‘Rural’ and ‘Agriculture’ designations to the ‘Mineral Aggregate Extraction Area’, ‘Mineral Aggregate Extraction Special Policy Area’ and ‘Agriculture Special Policy’ designations. 

The proposed Zoning By-law Amendments will have the effect of amending the current Zoning from the ‘Rural’ and ‘Agriculture’ zones to the ‘Mineral Aggregate Extraction Holding (MAE-H)’, ‘Mineral Aggregate Extraction Special Designation Holding (MAE-XX-H)’ zones. 

Related Applications

There are no other applications under the Planning Act relating to these properties at this time.

Public Meeting Details

The meeting will be a hybrid meeting, held on the Zoom platform and in person in the Council Chambers, and will be live streamed on the Township’s YouTube Channel. You have the option to attend the meeting in-person or virtually. If you wish to attend virtually, please advise the Township of your email address so an invitation to join the public meeting can be sent to allow the public the opportunity to speak at the meeting.

Any person may make written representation either in support of or in opposition to the proposed Official Plan and Zoning By-law Amendments. Signed written submissions will be accepted by the Clerk prior to the meeting. Written submissions can be sent electronically to jconnor@ramara.ca, dropped in the mail dropbox at the Township Administration Centre at 2297 Highway 12, Brechin, or faxed to 705-484-0441. Please ensure your name and address are included as required for the public record.

If you wish to be notified of the decision of the Council of the Township of Ramara on the proposed Official Plan and Zoning By-law Amendments, you must make a written request to the Clerk of the Township of Ramara, 2297 Highway 12 Box 130, Brechin, Ont., L0K 1B0, or by email to jconnor@ramara.ca.

Appeal Process

If a person or public body would otherwise have an ability to appeal the decision of the Council of the Township of Ramara to the Ontario Land Tribunal (OLT) but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Ramara before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Ramara before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the OLT unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Subsections 17(36) and 34(19) of the Planning Act defines the parties that are eligible to appeal the decision to the OLT.
